In collaboration with the United State Department of Agriculture (USDA), the State of Missouri is implementing changes to the Supplemental Nutrition Assistance Program (SNAP) definition of eligible food for purchase. Under these new requirements, certain candy, energy drinks, soda, and pre-packaged prepared dessert products will no longer be considered eligible products for recipients to purchase with SNAP benefits. SNAP-authorized retailers are responsible for ensuring their point-of-sale (POS) systems are programmed to correctly identify and restrict these items from being purchased with SNAP benefits. Retailers should review and update their POS systems as needed to remain in compliance with program requirements.
To ensure that system changes are implemented effectively, retailers should work with their payment processors to adjust the Electronic Benefit Transfer (EBT) settings so that their POS systems correctly restrict the appropriate products. Retailers should be aware that regular auditing processes may be conducted to ensure the Retailers are in adherence to the new guidelines.
By providing the required information below, you, as the retailer, or retailer representative, agree to and have the authority to certify the following:
- The point-of-sale (POS) systems will be updated by February 15, 2027, to prevent any restricted items from being purchased with SNAP benefits.
- I will stay informed about the compliance requirements and enforcement measures in place to avoid penalties or disruptions in SNAP participation.
- I will maintain open communication with Missouri Department of Social Services for guidance and support.
